Antitrust matters in Russia are regulated by the Federal Law on Protection of Competition and fall under the auspices of the Federal Antimonopoly Service (“FAS”). The Competition Law regulates competition in both the commodities market and financial services markets, and includes the following main areas of particular interest to foreign investors:
• abuse of a dominant position;
• agreements and concerted actions limiting competition;
• state preferences;
• establishment of companies;
• mergers and acquisitions;
• unfair competition;
• requirements for tenders and quotation requests.
